The Multistate Trust – in coordination with the U.S. Environmental Protection Agency (EPA) and the North Carolina Department of Environmental Quality (NCDEQ) – is committed to working in partnership with community members and other stakeholders on the remediation and future reuse of the Kerr-McGee Chemical Corp–Navassa Superfund Site.

We work in concert with various stakeholders, including people who live and work near the Superfund site, the Town of Navassa, and community organizations such as the Navassa Community Economic and Environmental-Redevelopment Corporation (NCEERC).

 The Multistate Trust is dedicated to:

  • Protecting and informing the community as we remediate the Superfund site and facilitate its safe, beneficial reuse.

  • Building a better tomorrow for the surrounding community and the Town of Navassa by preparing the site for a productive future.

Our Commitment to Environmental Justice in Navassa

Environmental justice (EJ) is the fair treatment and meaningful involvement of all people regardless of race, color, national origin, income, Tribal affiliation, or disability with respect to the development, implementation and enforcement of environmental laws, regulations, and policies. Our Key Stakeholders

Navassa Residents

Navassa residents play an important role in our efforts to inform the community of the Superfund site’s environmental investigations, remediation plans, and future reuse.

The Multistate Trust tries to keep residents informed by periodically hosting community meetings and sharing updates. Dozens of interested local residents have participated in our public meetings and other stakeholder events, voicing their concerns, getting questions answered, and offering valuable input.

Town of Navassa

The Town of Navassa is a key stakeholder in the Multistate Trust’s activities at the Superfund site in Navassa. The Multistate Trust works with the Town Council and other Town government officials and leaders to keep them informed of the Multistate Trust’s plans and progress. Located in Brunswick County where the Brunswick and Northwest Cape Fear rivers meet, Navassa is approximately five miles west of the City of Wilmington. Having annexed the surrounding communities of Old Mill, Phoenix, and Cedar Hill in 2001, Navassa currently has a population of approximately 1,900.

Navassa Community Economic and Environmental-Redevelopment Corporation

The Navassa Community Economic and Environmental-Redevelopment Corporation (NCEERC) consists residents from the greater Navassa area who are dedicated to the community’s well-being.

The NCEERC is a valued partner for the Multistate Trust in its work in Navassa. The group has helped bring attention to the Superfund site remediation and reuse planning and has served as a local voice as the Multistate Trust’s strives to inform community members of activities at the site.  

The NCEERC received a Technical Assistance Grant (TAG) from the U.S. Environmental Protection Agency (EPA) to hire an independent technical advisor to review and comment on work and documents completed by the Multistate Trust.

Our Community Meetings

The Multistate Trust is dedicated to involving the community, nearby residents, and other stakeholders in our initiatives and events in order to keep the public informed of our progress and plans.

Generally each quarter, the project team organizes and hosts community meetings to share updates about environmental investigations, remediation, reuse planning, and other activities.

The meetings allow community members to ask questions and share concerns directly with representatives of the Multistate Trust, EPA, NCDEQ, and governmental partners. The Multistate Trust is committed to following up on concerns raised during our community meetings. Our Redevelopment Planning Efforts

Community members and other stakeholders discuss redevelopment options and ideas during the Community Visioning Workshop held in 2018 as part of the Redevelopment Planning Initiative.

The Multistate Trust led a Redevelopment Planning Initiative (RPI) in 2017–2018 in order to understand the community’s vision of reasonably anticipated future uses of the Multistate Trust Property, which includes most of the Superfund site.

In 2022, to re-engage stakeholders in active redevelopment planning, the Multistate Trust formed the Reuse Advisory Council (RAC) to re-engage stakeholders and re-evaluate the RPI’s four redevelopment concepts. In June 2022, the RAC recommended 3 reuse scenarios for the Site’s future. Visit Redevelopment Planning to learn more.

Our Local Hiring and Training Initiative

The Multistate Trust has worked to invest remediation funds in the local economy by providing training and employment opportunities to local individuals and businesses.

HAZWOPER training for community members, January 2024

  • The Multistate Trust has partnered with a local contractor to train 22 individuals from the area to perform work on a hazardous waste site. Some trainees have been hired for short-term, temporary work at the Superfund site from 2016 to the present.

  • Several local individuals were trained and hired by a local contractor to support on-site water sampling activities.

  • In 2023, the Multistate Trust selected two local firms to perform the environmental work at Operable Unit 2, that begin in early 2024.

Looking forward, the Multistate Trust intends to:

  • Continue to identify resource needs and timing for future work at the Site;

  • Run a comprehensive search to develop a database of local contractors whose expertise may match work needed;

  • Continue engaging local contractors for a wide variety of future work (including surveying, printing and mailing, plumbing, electrical, carpentry, equipment operation, hauling and clearing);

  • Offer mentorship and training opportunities to support local contractors in their work at the Site.

We have developed and distributed fact sheets and other materials to inform community stakeholders of site activities and progress. Our most recent materials include:

Community and Stakeholder Meetings

Our project team welcomes opportunities to update community members and stakeholders one-on-one and in small-group meetings – in person or virtually. Our goal is to encourage community members and stakeholders to voice concerns, have their questions answered, and learn more about the Superfund site and our activities. The Multistate Trust has offered escorted tours of the Superfund site to allow community members and stakeholders to safely view it.

Public Availability Sessions

The project team has hosted informal, drop-in sessions prior to our quarterly public meetings. We hold these availabilities to encourage our neighbors to meet one-on-one with project team members in order to ask questions, express concerns, and learn more about the site and our activities.
