Community-Based Redevelopment Planning
In 2017–2018, the Multistate Trust initiated and led the Redevelopment Planning Initiative (RPI) to understand the community’s vision of reasonably anticipated future uses of the Multistate Trust Property (the Property), following remediation of the Superfund site. The Multistate Trust launched the RPI because of our belief that the community should have a say in the future reuse of the Property.
The goal of the RPI was to identify possible reuses that:
Protect human health and the environment;
Have community support; and
Are sustainable environmentally and economically.
The Multistate Trust encouraged community members and other interested stakeholders to be involved in the RPI in various ways.
A Redevelopment Working Group (RWG) was formed to include residents, elected officials, and community leaders. The RWG steered the RPI, provided insights into community concerns, and worked to engage other stakeholders in the Community Visioning Workshop and other RPI activities.
A Community Survey was mailed to nearly 1,100 local addresses in 2017. More than 100 individuals responded with ideas, hopes, and concerns for the future of the Property and Navassa. See an overview of the Community Survey results.
Community Stakeholder Engagement: The Multistate Trust and the RWG met with community stakeholders and encouraged them to review research studies (residential, cultural, recreational, industrial and commercial), consider options for the Property’s future, and participate in RPI activities.
Community Visioning Workshop: The Multistate Trust invited the general public to participate in a two-day Community Visioning Workshop in February 2018. The workshop provided opportunities for community members to share ideas, hopes, and concerns for the Property’s reuse. Approximately 40 residents, community leaders, and other stakeholders participated in each of the two public sessions. The Multistate Trust’s third-party planner, Benchmark Planning, provided key support during the workshop and throughout the RPI.
Redevelopment Concepts: The workshop produced 15 redevelopment scenarios, which were summarized into 4 draft concepts that guided creation of 4 consolidated concepts. The concepts were shared with the general public in a Public Availability Session, and with the Navassa Town Council and the Navassa Town Planning Board.
Research Studies: Market and Property data was collected to stimulate ideas and to support informed discussion of reuse options during the Visioning Workshop and throughout the RPI. The full research studies were placed for public review at the EPA Information Repository located in the Navassa Community Center at 338 Main Street.
Our Redevelopment Concepts
At the Redevelopment Planning Initiative’s Visioning Workshop in 2018, participating community members produced 15 redevelopment scenarios. Next, the 15 scenarios were summarized into 4 draft redevelopment concepts.
Ultimately, the 4 draft concepts guided creation of 4 consolidated concepts.

Continued Planning With the Reuse Advisory Council
In 2022, the Multistate Trust formed the Reuse Advisory Council (RAC) to discuss and re-evaluate the RPI’s four redevelopment concepts. The RAC has worked on ways to incorporate residential uses into redevelopment scenarios that would be supported by the Town of Navassa and local community. Read more here.
